Officers 68th Session 2023 – 2024

President of the Medico-Legal Society of Ireland : Ms Mary Kennedy 

Mary is an Irish Prison Service  Assistant Governor  currently assigned to Mountjoy Female Prison (Dochas Centre) in the IPS. She graduated as a Registered General Nurse from in St Vincent’s Hospital, Elm Park, Dublin 1989 with first class honours. She also qualified with a Higher Diploma in Healthcare from RCSI; a Post Graduate Diploma in Healthcare Risk Management & Quality from UCD;  and a Diploma in Law from the Law Society of Ireland  with an award for constitutional law. More recently she obtained an advanced Diploma in Employment Law from the Honorable Society of the Kings Inns and Health and Safety certification from UCD.

Mary was a Chief Nurse Officer in the Irish Prison Service promoting best nursing practice from 2008-2018. She has appointed  as an Assistant Governor since 2018 to Cloverhill and Mountjoy Prisons . She is currently assigned to Mountjoy Female Prison where she manages a portfolio of healthcare, operational and rehabilitative regimes; risk and compliance; human resources; work and training; health and Safety.

Mary has a special interest in human rights and custodial care. She was the Honorary Secretary of the Medico-Legal Society since 2019.

Immediate Past-President (2021-2023): Ms. Cathrina Keville BL 

Ms. Cathrina Keville BL is a practicing barrister and an MII accredited and practicing mediator.  She is a graduate in law from Trinity College Dublin and has a Master’s Degree in European Law from the University of Exeter in the UK.  She has a diploma in mediation from the Incorporated Law Society of Ireland.

Cathrina practices in Dublin and on the Midland Circuit in civil, family and child protection law and has a special interest in the protection of vulnerable clients and in alternative dispute resolution.

Cathrina is a Chairperson of Mental Health Tribunals as well as an adjudicator and mediator with the Residential Tenancies Board.  She has also chaired certain fitness to practice committees. She previously lectured on European Law at UCD and DIT and she is an instructor on the Advanced Diploma in Mediation run by the Honorable Society of the Kings Inns.  Cathrina is a member of the Arbitration and ADR Committee of the Bar Council of Ireland.

She was elected to the Council of the Society in 2018 and has served on the sub-committees of the society responsible for organising the annual academic days and compiling its programme of events.  Cathrina is the outgoing President of the Medico-Legal Society   having served her two-year term since 2021.


Honorary Secretary: Ms Yvanne  Kennedy.

Ms Yvanne Kennedy is an Associate solicitor in Mason Hayes & Curran LLP. She specialises in public and administrative law, with a focus on professional regulation, particularly in the healthcare field .In addition to her regulatory work, Yvanne has experience  in advising clients in the public  sector with  variety of legal issues. These include responding to statutory investigations; regulation of quasi-judicial bodies; and revision of policy and procedure.

Yvanne is also experienced  in the internal management of disciplinary processes and has also represented public bodies in the defence of judicial review proceedings .She is a law graduate of University College Dublin (BCL, Prof Dip) and Queen’s University Belfast (LL.M).

Honorary Treasurer: Dr Zetti Azvee 

Dr Zetti Azvee is an alumna of National University of Ireland (UCD), Penang Medical College, Malaysia and Royal College of Surgeons Ireland. She is a member of Royal College of Psychiatrists (UK) and College of Psychiatrists Ireland.

Following completion of an Aspire Fellowship in Transplant Psychiatry, Dr Azvee now works as a Consultant Psychiatrist in north inner-city Dublin with a special interest in bridging the gap between primary care and specialist services. Dr Azvee’s past work experience includes time in the Western Sahara and the Lebanon with the United Nations.

Officers 67th Session 2022 – 2023

President: Ms. Cathrina Keville BL is a practicing barrister and an accredited mediator.  She is graduate in law from Trinity College Dublin and has a Masters’ Degree in European Law from the University of Exeter in the UK.  She practices in Dublin and on the Midland Circuit in civil, family and child protection law and has a special interest in the protection of vulnerable clients and in alternative dispute resolution.  She was Chairperson of Mental Health Tribunals for 13 years and has been appointed as an adjudicator and mediator with the RTB.  She previously lectured on European Law at UCD and DIT.  Cathrina is an elected member of the Council of the Bar of Ireland and Chair of the Arbitration and ADR Committee of the Bar.  She was recently involved in the design of a new mediation course starting in the Kings Inns this year.  She was elected to the Council of the society in 2018 and has served on the sub-committees of the society responsible for organising the annual academic days and compiling its programmes of events.

 

Immediate Past-President (2019-2021): Professor Damian Mohan. Damian is Associate Clinical Professor in Forensic Psychiatry in Trinity College Dublin. He previously worked as consultant forensic psychiatrist at the at the National Forensic Mental Health Service (NFMHS) up to June 2022. From October 2022, Prof Mohan will act as Clinal Lead for the Clinical Management System (CMS) for Specialised Care Services on behalf of the National Forensic Mental Health Services (NFMHS). This framework established an agreement between the HSE and Intersystems for the supply, modification, installation, integration, implementation, hosting, data migration and on-going support of a Clinical Management System (CMS). Two initial sites have signed contracts namely—the National Forensic Mental Health Services (NFMHS) and the National Rehabilitation Hospital (NRH). The eHealth Community team work jointly with NFMHS and NRH as we embark on this innovative and digital transformative journey enabling safer and better patient care.Damian is a 1985 Medical Graduate of TCD.  After completing his Basic Specialist Training (BST) in St. Patrick’s University Hospital Dublin, he completed his Higher Specialist Training (HST) between the University of Southampton and the Institute of Psychiatry in London. Damian worked as a Consultant in Broadmoor Hospital, West London NHS before returning to Dublin in 2001.Damian is a keen cyclist and sometime skier.He is the Immediate Past- President of the Medicolegal Society of Ireland.

She is the Covid-19  Liaison Officer for Mountjoy Prison. Mary joined the Society in 2016 and is  the  Honorary Secretary of the Medico-Legal Society since 2019.

Immediate Past-President (2017-2019):  Ms. Elizabeth Doyle Fleming BSc OSH, CMIOSH MIES is a chartered occupational safety and health (OSH) practitioner since 2005 with the Institution of Occupational Safety and Health. She specialises in OSH Risk Management and OSH education at third level.  She lectured in occupational safety and health at the Centre for Safety and Health at Work, University College Dublin and continues to be involved academically. With a professional background in the aviation industry, she is a founding member and an honorary life member of the European Aviation Group of Occupational Safety and Health. She joined the Medico-Legal Society of Ireland in 2006, was elected to Council in 2010 and nominated as Honorary Secretary in 2011 and re-elected each year to 2017. Liz was proposed and elected as President of the Society in June 2017.

Officers 64th Session 2019 – 2020  

President: Professor Damian Mohan is a medical graduate of Trinity College Dublin. He was a Consultant Forensic Psychiatrist at Broadmoor High Security Hospital West London Mental Health NHS Trust from 1999 to 2001 before returning to Ireland in 2001. He is currently a Consultant Forensic Psychiatrist based at the National Forensic Mental Health Service at the Central Mental Hospital, Dundrum, Dublin. He is also Clinical Senior Lecturer in Forensic Psychiatry at Trinity College Dublin, Department of Psychiatry.  Prof. Mohan and his team have been awarded a number of prestigious awards nationally and internationally in recognition of innovative work carried out in transforming the delivery of mental health care at Mountjoy Prison, Dublin.  The World Health Organisation Best Practice in Prison Award which was presented in 2011. In addition, the ‘Excellence in Healthcare Management Award’ and the overall ‘Duais Mhór’ Award was also awarded at the 2011 Irish Healthcare Awards. The Taoiseach’s Public Service Excellence Award was awarded in July 2012 in recognition of their innovative work.   Prof. Mohan joined the Medico-Legal Society in 2011 and was elected to Council in 2014 and re-elected each year to date.  Prof. Mohan was elected President of the Society at the Society’s AGM in 2019.

Professor and Head of Subject of Forensic & Legal Medicine, School of Medicine and  Medical Science, University College Dublin,  1999 to date. Professor of Forensic & Legal Medicine Royal College of Surgeons in Ireland/UCD at Penang Medical College, Malaysia 2000 to date. Coroner for the County of Kildare, Ireland 1995 to date. Director of the Medical Bureau of Road Safety, Dublin, Ireland 1997 to date. President, Coroners Society of Ireland 2008-2010. Member of the Medico-Legal Society of Ireland since 1987. He was elected President of the Medico-Legal Society in 2015 and held the position until June 2017.

Honorary Secretary: Ms. Dolores Keane BL  is a Past President of the Society and is a practicing barrister. She graduated with a BA in Economics and Politics and an MSc (Econ) in European Affairs from University College Dublin. She also pursued further studies at Marquette University, Milwaukee, USA in Medical Science. She attended Kings Inns and was called to the Bar in 2000. She has lectured on the Degree Course at Kings Inns, developed its Continuing Professional Development programme and is the examiner for the Legal and Regulatory Aspects of Compliance Course for the Institute of Bankers, University College Dublin. She specialises in medical/healthcare law and pharmaceutical/medical device law. Dolores was acting as Joint Honorary Secretary for the previous session and was elected as Hon. Secretary at the Society’s AGM in June 2018. 

Honorary Treasurer:  Dr. Mary Davin-Power MICGP MRGCP MMedSc is a Past President of this Society. She is a RCSI graduate and General Practitioner practicing in Trinity College Dublin. In addition to her clinical commitment she acts as GP Risk Advisor for Medisec Ireland.  Mary is closely associated with the Irish College of General Practitioners in the area of Faculty Liaison.  She has a particular interest in medico-legal medicine. Mary was acting as Joint Honorary Secretary for the previous session and was elected as Hon. Treasurer at the Society’s AGM in June 2018.

Honorary Treasurer Dr Carlos McDowell is a graduate of medicine from Trinity College, Dublin [1973] and specialised in Anaesthesia & Intensive Care Medicine, graduating with Fellowships from both the Irish and London Colleges of Anaesthesia. She worked as a consultant in Our Lady of Lourdes Hospital, Drogheda for 29 years. Since retiring from hospital work, she is currently working part-time with the Turf Club and Irish Racecourses – pre-hospital trauma. Dr McDowell was nominated and elected as Hon. Treasurer at the Society’s AGM in June 2014 and re-elected each year to date.

Honorary Treasurer: Dr. Carlos McDowell 
Dr. McDowell is a graduate of medicine from Trinity College, Dublin [1973] and specialised in Anaesthesia & Intensive Care Medicine, graduating with Fellowships from both the Irish and London Colleges of Anaesthesia. She worked as a consultant in Our Lady of Lourdes Hospital, Drogheda for 29 years. Since retiring from hospital work, she is currently working part-time with the Turf Club and Irish Racecourses – pre-hospital trauma. Dr McDowell was nominated and elected as Hon. Treasurer at the Society’s AGM in June 2014.
